Simply put, it decreases the amount of damage a soldier can take when they are retreating. This is damage but for the retreating phase, when the battle is over the pursuit stat is added on top of the damage to deal more damage to retreating enemies. The basic defence stat, when toughness reaches 0 for a unit they are dead.
